The NICOLE Foundation supported the Peruvian Ministry of Environment (MINAM) in reviewing investigations and cost estimates prepared in response to a major oil spill affecting marine and coastal ecosystems.


Why this work matters

A large oil spill in Peru raised serious concerns for marine and coastal ecosystems, threatening biodiversity, fisheries, and coastal livelihoods. Oil spills can cause long-lasting ecological damage and undermine the resilience of coastal communities.

The Ministry of Environment sought independent expertise to evaluate consultancy proposals and ensure that investigations and ecosystem restoration cost estimates were scientifically sound and aligned with international practice.

Activities delivered

  • Reviewed and provided expert comments on consultancy proposals submitted to MINAM.

  • Shared technical input to strengthen the scientific and methodological basis of the evaluations.

  • Brought independent, science-based scrutiny to the evaluation process.

  • Supported MINAM in its role as environmental regulator and custodian of Peru’s coastal ecosystems.

Although prematurely ended, this project highlights the importance of independent technical review in oil spill response and cost evaluation – ensuring environmental protection is grounded in science and transparency.
